Actually, it is considered a single chromosome. It is composed of a pair of chromatids. They aren’t considered separate chromosomes until after they have split during anaphase.

For example, if someone’s toenail grew into their toe (gross I know, but this is just an example), you would not say that the toe and the toenail were mating. x3

Plants don’t typically just make clones of themselves – pollen is transferred from one plant to another (through the wind, an animal carrier, whatever) and fertilizes an ova. Sounds like sex to me.
Just because the plant itself doesn’t move in the process doesn’t mean there’s no mating going on.
(But yeah, the taproot portion does not mate)
