Um no. I’m 22 years old and have never seen a James Bond movie. However, I do know that the basic concept is of a spy who battles bad guys. So when I saw this look-alike, I thought “Oh, I see. Obviously Dr. Evil was fashioned after that dude. And if that’s the case…well Austin Powers must be fashioned after Bond. How cool, I’ve understood a parody without ever having to see the original movie.
So you see, young does not equal clueless and unable to understand relationships between movies and their parodies.

Maybe this was a really sarcastic joke. Like the Clark Kent Totally Looks Like Superman one, which I appreciated because I like dry humor. (Just a suggestion.)
I’d say the main humor in the Clark Kent/Superman example is that the other characters within the Superman universe don’t see the blatant resemblance. The other characters in the Superman universe are the butt of the joke for not recognizing it in that instance.
Dr. Evil is a direct, intentional parody of Blofeld, but the two inhabit discrete universes, so it’s not as if other characters within those worlds are the butt of the joke for missing the obvious resemblance.
If it’s not the other characters, as with the Superman example, then who is the butt of the joke? One would presume that it’s the person making the comparison for not recognizing the intent.

When someone sits down to create anything on these sites, the question they must ask themselves is: what message am I trying to convey here? Is this supposed to be humorous, or ironic, or interesting? Is this lookalike funny? No. Is it ironic? No. Is it interesting? No. So, what was the point? This lookalike is true, but stating facts, especially when they’re particularly obvious doesn’t make something worthwhile. This is neither funny nor interesting because the intent was for Dr. Evil to look like Blofeld. This is also not ironic because the definition of irony is an outcome directly opposite of what is expected. Again, the intent behind the parody is for Dr. Evil to look like Blofeld.
