As a general rule in most creative agencies the designer does not lead the creative direction on a project. Most likely a higher up dictated that said random poster was successful and therefore should be copied.

“Gone in 60″ came out first.
“100 mile rule” came out AFTER “Gone in 60 seconds”.
100 mile seemed to not have a brain in their collective body when they cranked that out poster.
