There is a difference between “Totally looks like” and “Is identical to”
They aren’t identical though. The Black Sabbath angel is wearing a cowel… but it’s damned close.
Really the biggest difference is the Scorpions just knida plastered themselves onto the cover.
The Scorpions one (Send Me an Angel single) came out in 1990, the Black Sabbath one (Cross Purposes) came out in 1994, so the order is right.

Man, was Cross Purposes a lame album. I was all hyped up for it after Dehumanizer, then BOOM! utter sucktitude.

WTF? Dehumanizer definitely kicked ass, but Cross Purposes was Awe Inspiring. Still one of my all time fave Sabbath albums.

‘Send me an Angel’ was released as a single in 1991, ‘Cross Purposes’ came out in 1994.
Black Sabbath is only a year older than the Scorps, and the Scorpions album came out before the Sabbath one in question here.

And both images are ripped from a Theatre poster for (if I remember right) Faust. And yes, the Faust poster was first.

Scorpions cover is a 1990 single from album “Crazy World”.

I would actually doubt that anyone in Black Sabbath had ever seen that Scorpions album. It’s more likely the artist that made the picture (or pictures) sold to both parties separately.
