      That’s not the Starfleet insignia. The Starfleet insignia was a Chevron sorta thing, but sideways.

      The pictured emblem was the emblem of the U.S.S. Enterprise NCC-1701. Watch the original series. Each ship and starbase has it’s own symbol. This is the Enterprise symbol, with a Command Division emblem.

      Now, if it was the Next Generation version, then it would be the Starfleet symbol, as they used the Enterprise symbol for all of Starfleet.

        Yes, in the Original Series, which is obviously the best.
        However, if you are talking about JJ Abrams’ new timeline, which is the current reference point for a lot of people (ahem fake Trekkies), this is technically the Fleet command insignia.
