i drew this same conclusion about a month and a half ago after 5 minutes of FEAR gameplay… and no… they are labeled correctly… the look in Alma’s face is unmistakeable to me…. idk why…
The Ring came out in 2002 with Ringu, the Japanese movie on which it was based was released in 1998. F.E.A.R did not come out until 2005. Even taking into account development time, if the character of Alma is indeed meant to resemble the character in the Ring or Ringu, Samara/Sadako would have come before Alma, so I agree… Alma looks like Samara.
And let me leave you with this quote from wikipedia: “While Alma has been compared to the character Samara from The Ring, Craig Hubbard stated that she “… was born out of a tradition of eerie, faceless female ghosts …” and not “… as an answer to any specific movie character.” Hubbard acknowledged that Alma “… admittedly bears some visual resemblance to the ghosts in Dark Water or Séance,” but “… creepy little girls have been freaking [him] out since The Shining.”

Alma is basically a combination of Samara, Carrie, and Kayako. And I like to point out that Alma reminds me of Sabrina from the anime version of Pokemon, since they were both black haired women who could create apparitions of their younger selves. At least Sabrina had a happy ending.
